The reason the direct effect is so small is that tobacco constitutes a tiny fraction of the cost of manufactured cigarettes in developed countries. In the U.S., a $3.50 pack of cigarettes includes about $.06 worth of tobacco in it. The rest goes to manufacturing, marketing, distribution, taxes, and mark-up.
