Child deaths, at the turn of the Century, were considered a political, social and economic issue, fundamental for any state as children represented the real wealth of nations and their hope for the future. In this context there are different definitions of the term “value”. On the other hand there is a clearly economic definition of infant life. There are also ethical considerations in which infancy is considered a morally positive value and the value of child is sustained in its importance for the family, nation, race, and even for the advance of science.
