Participation - women and men have equal participation in decision making in all programs and policies.

Awareness- women and men believe that gender roles can be changed and that gender equity is possible

Access - women gain equal access to benefits and resources.

Welfare is the lowest level of empowerment. At this level practical needs are being met.
