The Declaration and Platform for Action noted the influence of different and unequal access to and use of primary health services. Further, noted was that women"s health is affected by gender bias in the health system and by provisions of inadequate and inappropriate medical services to women.

Women have multiple roles within the family and the community which have not been acknowledged and therefore has not allowed them access to necessary social, economic, and psychological support. Investing in the health of women and men has been recognized as a prerequisite for sustainable development.
