It is normally not a good idea for the quality manager (or any other individual) to prepare all QMS documentation. A technically competent user/s should normally prepare document relating to their given work area.

The organisation needs to decide whether the author of the document or someone else (perhaps more senior) authorises the document for release. In some situations, the author should be able to authorise release. In some cases, authorisation by another person is appropriate.

As different members of staff will write QMS documents, it is valuable for the quality manager to provide guidelines on writing style, and possibly a template or templates to help prepare documents of different types.
