The distinction between procedures and work instructions is one that works well in many organisations. However, there is nothing in the standards to say that documentation should be organised in this way.

Organisations may document their activities in a different way if they wish, provided that there is an identifiable quality manual at the centre of the system. (The quality manual need not be called a quality manual.)
