The 11 stars represent the first 11 countries establishing the European Union on november 1 1993. In 1995 the EU was joined by Austria, Finland, Sweden and Greece leading to 15 member states and there are 6 candidates (Estonia, Poland, Czech Republic, Hungary, Slovenia, Turkey) to join the Union in about 5 years.
