Think of what John Snow was able to do with the Cholera Epidemic in England during the 1800s. He was able to systematically map out (without GIS) where people were dying, and from this was able to infer a possible cause for the epidemic (without knowledge of the organism), and provided a simple solution to the problem (without enacting legislation) - remove the handle of a water pump!
