Japan experienced two major disasters in 1995; the Great Hanshin Earthquake and the Sarin Attack in Tokyo subway system. These two events revealed that Japan did not have well-organized systems for disaster management. Of all the problems experienced in the events, one of the most serious ones was lack of appropriate means to collect and provide information to and from the midst of the disaster.
