Sample Size for Surveys - Inputation 
If the non response is small, sometimes it is convenient to impute a number for the missing responses. This 'fabrication of data' is permissible if the only reason for it is the performance of some multivariate technique which requires complete sample. Obviously it can not be used to reduce the error of the estimators.
