Studies from the BMJ indicate that only 15% of the submissions are accepted, however, of all the articles submitted 70-80% are eventually published. This is an enormous waste of reviewer and contributor time. A IRIS approach would be to accept all the articles passing the initial screen as there is almost unlimited bandwidth.
