As stated before, because a particular disease cluster can be due solely to chance, disease clusters can only be hypothesis generating. If a particular etiology is postulated, the Investigators must seek outside the original disease cluster community to perform a new investigation. If they only perform additional investigations within the same community, it will be a self-fulfilling prophecy that they will find something because they already found the cluster. As with all scientific investigations, the hypotheses must be tested elsewhere.
