In the early part of the 20th century biostatistics separated into those interested in humans, and those interested in animals. Human "counting" such as with the census and epidemiology attempted to count everyone. Animal researchers knew this was impossible so they developed sampling techniques to estimate. Recently there has been the argument that these wildlife biology approaches can be used to count sick people. The primary approach being capture-recapture.
