Globalization and the Politics of Pay: Policy Choices in the American States. Washington, DC: Georgetown University Press, 2006. Analysis of the impact of economic policy choices and labor regulation on adaptation to economic change in the 50 American states since 1970, based on case studies and time-series econometric analysis.

The Politics of Taxation (Praeger, 1983). Analysis of the role of parties, elections, political institutions, public opinion, and economic change in the major revenue decisions of the federal and state governments, using data from 1789 to the present.
