University Research Administration Requirements
for NIH Modular Grants Submissions

In order to accommodate changes in agency procedures, effective for the June 1, 1999 and subsequent NIH Deadlines, the following interim changes are implemented:

Modular Grants:  The following procedures apply to research ("R"-type) grant applications requesting up to $250,000 in direct costs per year.  Budget requests must be configured in modules of $25,000.


For University internal proposal transmittal, please submit to the Office of Research the following:

  • University of Pittsburgh transmittal form (Form 136)
  • NIH Cover Page
  • NIH Checklist

Appropriate Facilities and Administrative (F & A) cost calculations should be included.  Units are also reminded that under existing federal costing regulations secretarial /administrative personnel costs as well as general office supplies are generally NOT allowable as direct cost items.

When NIH requests the OTHER SUPPORT Form, the area will then submit to the Office of Research NIH Page 4 with Budget Details, revised to reflect the pending modular award amount.  At this time, also include a copy of the Proposal Narrative to complete the proposal submission requirements.

These interim procedures may be subject to further refinement as more experience is gained from related sponsored program developments.  Additional questions may be directed to your assigned grants and contracts officer at the Office of Research.
