RESEARCH:
Recently, she submitted an R34 through NIMH in an area related to the mental health consequences of violence and trauma in survivors of SARA (sexual assault, rape, and abuse) that will serve as a prerequisite for conducting a larger RO1 study and provide impetus toward policy development and translation into practice in SARA care. A funded Cluster grant was funded by NIH – Division of Nursing NRE/DPN on Elderly Widows' Responses to Bereavement. This was followed by an RO1 NR02108-03 from NIH National Center for Nursing Research on Nursing Postvention for Widows and Widowers, funded in 1991-1994. Several small intramural funding was received from the University of Pittsburgh. For example in 2000-2002, the University of Pittsburgh Central Research Development Fund, funded Stress, Social Support, and Health Outcomes in Abuse. In 2001-2002 the University of Pittsburgh High Performance Network Applications funded a Delivery of Digital Media in Teaching and Research. In 2003-2004 University of Pittsburgh Office of the Provost, funded Testing the Feasibility of Email as a form of Therapeutic Interaction with Abused Women and their Children. In 2004-2005, the University of Pittsburgh Office of the Provost and the Advisory Council on Instructional Excellence funded on Reducing Health Care Disparities by Teaching Culturally Competent Nursing Care Through Web-based Video Tutorials. Currently, she and other researchers at the University of Pittsburgh from the SON, GSPH, GSPH-EDC are collaborating with clinicians from the VA at Highland Drive and Pittsburgh Action Against Rape to submit to NIMH an R24-Interventions and Practice Research Infrastructure Program (IP-RISP) to form a partnership between community-based clinical settings and research institutions to enhance the national capacity to conduct research that will inform mental health service delivery.
TEACHING:
She started to teach public health nursing and psychiatric-mental health nursing as soon as she completed her Bachelor’s of Science in Nursing Degree in 1962 at the Philippine Union College of Nursing, now Adventist University of the Philippines, in Manila, Philippines, then at Spring Grove State Hospital in Baltimore, Maryland, to Montefiore Hospital, and to the University of Pittsburgh School of Nursing in 1971. Her academic strengths are her knowledge and skills in group theory, group dynamics, and advocacy as applied to teaching, committee work, and consultation. She helps others to grow and fulfill their potential by building their clarity of vision, self-confidence, assertiveness, and risk taking. After she received her law degree and license to practice law, she shifted her research topic and interest from “nursing care of women whose spouse committed suicide” to “women and children who experience SARA (sexual assault, rape, and abuse)” to match her clinical nursing and pro bono law practice.
Her teaching experience relates to small studies on health outcomes of women who are abused by their male intimate partner and women whose spouse committed suicide. With her law practice in family law, she guest lectures on the ethical, legal, and sociocultural issues (ELSI) in nursing practice and in the role of nurses, lawyers and physicians in caring for abused women. Currently, she teaches several courses in the undergraduate and graduate programs: Intro to Legal Nurse Consulting and Forensic Nursing; Advanced Forensic Nursing; Legal Nurse Consulting and Forensic Nursing practicum; Forensic Psychiatric Mental Health, Correctional Nursing; Leadership in Professional Nursing Practice, and Independent Study. These are all Web-Based/Web-Supported courses, conducive to students’ learning and work scheduling needs. She has developed a Certificate Program in Legal Nurse Consulting and Forensic Nursing and an MSN Minor in Legal Nurse Consulting and Forensic Nursing. She is adviser to undergraduate and graduate students.

A Summary of the Founding of the REBC NRP below:
[Filipino nurses are important health care professionals and major contributors to the wealth and health of the Filipino nation and globally. Partnerships give the Philippines a unique platform to nurture its global presence in nursing manpower and research in an increasingly competitive global economic and practice environment. Using the “Grant it First or GIFT” approach, successful nurse professionals all over the globe are tapped and mobilized to create opportunities back home in their sphere of specialties. To ensure we capture the opportunities presented by Filipino nurses globally, the Beta Nu Delta Nursing Society developed a partnership with select schools of nursing to build a nursing research infrastructure in the Philippines, thus, the birth of the Dr. Rose Eva Bana Constantino Nursing Research Partnership (REBC NRP). This partnership is a multi-pronged nursing research initiative in the Philippines. It is designed as an infrastructure building measure to develop nursing research in the Philippines. The initial phase of the partnership aims to provide competitive research grants, identify nurse fellows and nurse scholars, and sponsor exemplary research papers for presentation at the annual PNA convention and regional conferences. Gradually, it will include mentoring nurse researchers, implementing research initiatives, recognition of nursing graduate/undergraduate and faculty researchers, and publication of evidence-based research studies.]
BACKGROUND:
Dr. Constantino is a fellow of the American Academy of Nursing and the American College of Forensic Examiners. She is a Certified Forensic Nurse, Homeland Security Forensic Examiner, and Sexual Assault Nurse Examiner. As member of the Pennsylvania Bar Association, she practices family law as Pro Bono legal work representing women in court for their Protection from Abuse order and advocating for HELP (health, education, and legal partners) with survivors of assault, rape and abuse (SARA). She is a member of the Executive Board of Nursing Advisors of American Board of Forensic Nursing. She also provides online continuing education courses for forensic nurses globally.
