Some of the information in this site is limited to members-only but the categories open to public access provide an extensive amount of material and related links to practically all primary and many secondary human resource topics. This organization is celebrating its fiftieth anniversary which means it started operations about the same time human resources was being recognized as a profession. The last fifty years have been used to build upon the strength and size of this organization and expand the scope of services and information related to the human resource area.

Website Evaluation: This is the most useful government site related to human resources on the Internet. Many of the agencies responsible for the administration and enforcement of the federal statutes fall under the jurisdiction of the U.S. Department of Labor. This site provides information and links pertaining to the legislation behind the laws. Many of these laws built the foundation of the human resource profession. A majority of the activities occurring in the personnel management field revolves around areas enforced by the U.S. Department of Labor and this site does an excellent job providing all the necessary information.

The site also examines the benefits of conducting performance appraisals from "training and development to motivation and satisfaction" on the job. Reward Issues are also addressed on this site and things that can go "seriously wrong with performance evaluations." The site examines studies that have been conducted on performance appraisal effectiveness as well as the drawbacks to performance appraisals being "linked to pay increases." Finally, the issues of bias and confrontation with performance appraisals are addressed. The totality of this site with regard to performance appraisals is very good. However, there is not a lot of information on this site on human resources as a whole.

Site Evaluation: This Web site provides a guided tour through the inner workings of the University of Pittsburgh. This site is an excellent tool for administrators, staff, students, faculty, parents and anyone else interested in the University of Pittsburgh. I have included this site in the list of the top 100 human resource sites due to the fact I am an employee of the University of Pittsburgh. However, they have many commonalties, and complementing contrasts, and ultimately produce favorable results. The emerging key to their success is transforming the organizational culture. Also emerging is a new way to activate this transformation--HRD. For years we have known that a TQM initiative can improve quality of products, as well as the bottom line; Collman (1995) and Drensek & Grubb (1995) show us that it still works in the 90's. The Learning Organization phenomena--I call it a phenomena because the results can be revolutionary--is also proving very successful in places like Ford, Harley Davidson, Herman Miller, and Federal Express as evidenced by the work conducted by the Center for Organizational Learning under Peter Senge (Kofman & Senge, 1993). These corporations are reaching new heights by applying the Learning Organization disciplines (Senge, 1994a) to establish a shared vision, learning communities, and what I call Intrinsic Leadership. Kofman & Senge (1993), Sashkin & Kiser (1993), and Schein (1993) make it clear that successful TQM and Learning Organization initiatives must transform the organizational culture."
