"The American Civil Liberties Union is a nationwide, nonpartisan organization of 275,000 members dedicated to preserving and defending the principles set forth in the Bill of Rights. The ACLU is the nation's foremost advocate of individual rights - litigating, legislating, and educating the American public on a broad array of issues affecting individual liberties.

The ACLU is not a public defender like Legal Services or Legal Aid. It does not handle criminal cases or civil disputes or choose clients according to financial criteria. Nor do we take political sides; we are neither liberal nor conservative,Republican nor Democratic. The ACLU is a nonprofit, nonpartisan public interest organization devoted exclusively to protecting the basic civil liberties of all Americans, and extending them to groups that have traditionally been denied them. In its almost seven decades of existence, the ACLU has become a national institution, widely recognized as the country's foremost advocate of individual rights. Indeed, the ACLU appears before the United States Supreme Court more than any other organization, except the United States Justice

Department."

NAME OF SITE: ARCHER NORTHS PERFORMANCE APPRAISAL, THE COMPLETE ON LINE GUIDE

ADDRESS: http://www.performance-appraisal.com/home.htm

MISSION: "Archer North is a corporation that offers "The Licensed User Appraisal System, a new technology in performance appraisal systems. Although The Archer North System is a general-purpose performance appraisal system, it is designed for use in any organization and with any type of job."

CONTENTS OF THE SITE: When I first did my research, I found a wonderful WebPage titled HR Services and Administration: Performance Appraisals. http://www.hrh/article.cgi?action+view&directory etc. on September 19. When I returned to evaluate the site it was no longer active.

The Archer North System "…is based on seven core factors that are considered to be universal determinants of performance. Each of the factors is behaviorally-anchored with samples of work behavior. The factors are rated on a five-point scale, ranging from "Exceptional" to "Major Improvement Needed". The system also seeks to identify any avoidable blocks to performance that might exist, and allows for the formulation of a mutually-agreed Action Plans to overcome the blocks. There is a main annual appraisal plus a six-month progress review. The Archer North System also incorporates the use of (i) Performance Alerts (ii) a linking method to performance pay (by bonus), and (iii) a structured method for Termination Review -which can help avoid litigation and damages for wrongful dismissal. Although Archer North is a commercial site, it offers a great deal of source material on performance appraisal. "Whether you want to start a new performance appraisal system in your organization - or just improve on an existing one - the help you need can be found right here. Feel free to browse. If you like what you see, you may wish to become a Licensed User of our appraisal system - the Archer North System. This is optional. You can get a lot of useful help and information from this site without a license - and without any obligation."

This site has links to the seven core factors of performance evaluation, which include: a measurement scale, performance blocks and action plans, performance bonuses, and performance alerts. Each of these links has links to further resources on the topic.

QUALITY: This site is quite informative and offers a great deal of information although it is a commercial site. This search also bears testimony to the uncertain life span of a web-site. I was frustrated to have found a good site and then to abandon it for another, as it was no longer available.

NAME OF SITE: CONTINUOUS QUALITY IMPROVEMENT SERVER, (CQI) DEPARTMENT OF INDUSTRIAL ENGINEEERING, CLEMSON UNIVERSITY

ADDRESS: http://deming.eng.clemson.edu/

MISSION: "A hundred years ago, Frederick W. Taylor was developing his theory of scientific management as the world, and in particular the United States, was moving from an agrarian economy to a production economy. Taylor's scientific management principles, in some forms, persist today, as the "science of work" an attempted to solve some of the same problems that face industrial engineers today. Central to the discipline of industrial engineering are two themes: the interfaces among people and machines within systems, and the analysis of systems leading to improved performance. Thirty years later we find Frank and Lillian Gilbreth refining Taylor's principles with new focus on the human components of systems. Lillian Gilbreth was to continue their work, following Frank's death, into the 1970's. At about the same time, at Western Electric Co., Walter Shewhart was developing his own theories, concerning variation in materials, that led to their refinement in what we now know as statistical process control. Shortly after that, a young W. Edwards Deming was beginning his lifelong commitment to the application of statistics in continuous improvement of systems.

What do all of these people have in common? they were pioneers in what is today known as industrial engineering. What they have in common is their study of human-centered engineered systems. This was the basis of our profession at its origin, it is the basis of our profession today. In a sense, the industrial revolution has continued into the industrial evolution. As other engineers foster advances through innovative new technologies, industrial engineers deal with those technologies in their implementation and use. As these technological advances are made, industrial engineering is evolving to keep pace with their use."
