The Policy Center was established in 1992 with a five-year, six million dollar grant from the James Irvine Foundation. During its five-year term, the Center wrote and commissioned numerous reports and studies on the state and future higher education in California.
The Education Resources Institute (TERI) was founded in 1985 to provide education financing and information services to students and their families.
