I. Approval of Minutes

I attach the minutes of the meeting of January 11.

II. English Proficiency Requirement for Admitted Graduate Students

As part of my review of sections in Regulations Governing I asked Geoff Wood, Director of the Office of International Services, a variety of questions.  (See attached.).  Mr. Wood welcomed the opportunity to discuss these issues with UCGS and sent the attached letter to accompany the agenda.  This letter was a great surprise to me, since the data Mr. Wood presents at the bottom of the first page indicates there is substantial non-compliance with the requirement that international applicants submit the TOEFL score. Mr. Wood will attend the meeting to present his report.  I have also asked Alan Juffs, Director of the English Language Institute (ELI), to attend. The ELI has the responsibility to administer the Michigan Test and to provide English language instruction for international students.  Our discussion should touch on all aspects of how we can be assured that our students have sufficient English at the time of entry into our graduate problems to be successful in those programs.

III. TA/TF/GSA Policy

We will discuss further the modification to this policy to delete the words “with the student’s consent.”  The discussion at our last meeting appears in the minutes.

IV. Graduate Faculty Membership

I attach a copy of the list of graduate faculty members as of fall, 1999.  This is distributed to dean’s offices and is on the web.  This University-wide roster is prepared every other year.
