Project, follow-on to 6690130, to implement in Liberia a national primary learning system based on Improved Efficiency of Learning (IEL) programmed instruction. The main activities of the project, which will be implemented by the Ministry of Education (MOE) with TA from a U.S. university or firm and from the Peace Corps, are to upgrade the capabilities of MOE administrators, supervisors, and teachers and to distribute IEL materials. The project will strengthen the capacity of the MOE (specifically, its IEL Division) to manage and implement the IEL program by funding U.S. Ph.D. training for the IEL Division's Director and M.S. training for seven persons and by providing 29 years of long-term TA to oversee all phases of the project, along with 45 months of short-term TA in curriculum development and related areas. To establish a teacher support system and strengthen IEL supervision, long-term advisors will be assigned to three regional education centers and will be assisted by 46 PCV's in providing formal and on-the-job training in supervision to regional, county, and district education officers. They will also, with the help of 3 trainers of trainers and 12 teacher trainers, provide initial training in the IEL methodology to 2,140 teachers and 600 principals and refresher training to another 1,666 teachers and principals. Radio broadcasts through the Liberian Rural Communications program will be utilized for both inservice and instructional enrichment. Finally, advisors will upgrade the IEL Division's ability to have IEL materials printed, stored, and distributed to primary schools nationwide. The project will provide materials for inservice training, as well as vehicles and trail bikes for MOE and consultant supervisors. By the project's end, a total of 75,000 children in grades 1-6 will be learning from IEL modules.
