This GAO report examines AID's education and training assistance 
to developing countries and makes recommendations on how U.S. efforts to 
transfer knowledge and skills to the poor could be improved.  Information 
was gathered through a review of legislation and pertinent data, 
discussions with AID officials, and field visits Peru, Guatemala and 
Liberia.  Recommendations deal primarily with planning, participant 
monitoring, and follow-up. (Participant training abstract)
