Project to help the Government of Liberia (GOL) develop a radio network to enhance rural development. The Liberian Broadcasting System (LBS) will implement the project. A broadcasting studio production unit in Monrovia and 7 regional transmitter facilities will be built and equipped. A full-time technician will be responsible for repairs and routine maintenance at all project sites. Communication specialists - consisting of 16 Programming Service Unit (PSU) staff, 5 staff from each Regional Units, and 30 participating Ministry staff - will be trained. Short- and long-term U.S. or third-country training will be offered to top-level PSU personnel in, e.g., central program planning, the informational and motivational needs of different audiences, and the creation of radio programs on development information; in addition, their training skills will be enhanced so they may assume training functions upon their return. In-country training will include on-the-job training, short seminars, and workshops on instructional system design, radio production techniques, and script development. Six hours of development information programs, including news broadcasts, and two hours of self-help and local participation programs will be transmitted daily. The regional stations will broadcast a large proportion of their programs in the predominant language of the region: they will also transmit some programs in the languages of minority language groups and some in English (to encourage its use as the national language). The project will provide some 1.2 million people with access to development information through local language broadcasting. Twenty-three PCV's will assist in program design, evaluation, graphic productions, and publication coordination. Amendment of 8/28/86 extends TA contract through 9/30/87 and funds a new position, production advisor to the Central Programming Unit (CPU). The advisor's duties will include: designing and implementing training systems for CPU and Liberian Rural Communications Network (LRCN) staff; coordinating production of radio programming with GOL ministries and agencies; and developing quality standards and priorities for CPU programming. (PD-AAU-956) Amendment of 6/26/87 extends the PACD 18 months to 3/30/89 to further build LRCN's professional capacity. Long- and short-term TA, limited short-term training, and commodities will be funded. Issues concerning the postproject autonomy and funding of LRCN (which was created by the project) will be resolved. (PD-BBH-854)
