Jane Schubert (IEQ Director) describes IEQ as "a country-specific approach which critically examines how a national educational reform effort leads to improved quality of education". Initiated in 1991 as a five-year project, IEQ's main goal was to design practical ways to improve learning in the classrooms and schools within the context of national educational reforms in selected developing countries. IEQ forms partnerships with local educators and researchers and using qualitative and quantitative approaches, gathers and uses information about instructional practice and pupil performance at the school and classroom level to improve teaching and learning.

The IEQ project is funded by USAID's Center for Human Capacity Development. It is conducted by the Institute for International Development (IIR), in collaboration with Juarez and Associates, Inc. and the Institute for International Studies in Education at the University of Pittsburgh. IEQ started with three core countries (Ghana, Guatemala and Mali), but has since expanded to include South Africa and Uganda.
