The governments of Anguilla, Antigua and Barbuda, Barbado, Belize, British Virgin Islands, Cayman Islands, Cuba, Dominica, Grenada, Guyana, Jamaica, Monserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, The Netherlands Antilles, Trinidad and Tobago, the Turks and Caicos Islands and the United States Virgin Islands, following the ratification of the  Convention on the Rights of the Child, endorsed in 1993 the Caribbean Regional Policy, "The Future of Education in the Caribbean." Consequently, the improvement of the quality of Early Childhood Education and Development was confirmed as one of the primary policy goals in 1995 with the Caribbean Community -CARICOM- Standing Committee of Ministers of Education. The Second Caribbean Conference on Early Childhood Education  in 1997, represents the continuation of the commitment to implement the education development initiatives and issues previously identified by the Governments in this region.
