SENATE EDUCATIONAL POLICIES COMMITTEE

Minutes

June 15, 1999

Attending: Susan Whitney, Chairperson; Jean Blachère, Kerry Holzworth, Tom Metzger, Thomas Schott, Tony Silvestre

1. Part-Time Faculty

The Committee reviewed the questions developed at last meeting for use in meeting with Deans and others for discussing issues related to part-time faculty. The Committee reviewed the definition of part-time faculty and identified a number of possible applications. They are: non-tenure stream faculty (both full and part-time), TA/TFs, permanent part-time, temporary part-time, and research faculty who rarely teach. The Committee concluded that each category has particular questions associated with it.

Part-time faculty may be used to save money, assist doctoral students financially, avoid unemployment payments, and provide courses at times of day and days of week not possible with full-time faculty.

2. Report from the Chair

Dr. Whitney reported that she had generated a list of Deans to interview on the matter of part time faculty. She distributed a letter from the subcommittee on CIDDE of the Advisory Council on Instructional Excellence dealing with CIDDEs hiring of new staff. She also announced that a new membership roster would be distributed through the mail.

3. Election of a New Chair

The Committee reviewed with regret the fact that Dr. Whitney must step down from the Committee because of the Senate term-limit policy. As a result, she can no longer serve as Chair. After a brief discussion, Dr. Kerry Holzworth nominated Dr. Thomas Metzger for Chair. Dr. Silvestre seconded it and with no discussion the Committee unanimously elected him. As his first act as Chair, Dr. Metzger moved that Dr. Whitney be appointed a pro-temp member of the Committee. Dr. Blachère seconded his motion. The Committee voted unanimously in favor of her appointment.

The Committee discussed the proposal from the subgroup of the Advisory Committee on Instructional Excellence. The Committee voted to support the document that the Provost had provided to the group to review. The Chair of the Committee was charged to contact the Provost immediately so that Dr. Davis could proceed with her plans of hiring new faculty and staff. Dr. Whitney will send to the Provost and to the SEPC members a letter with some of the concerns of the group.

The meeting was adjourned at 1:30 PM. The next SEPC meeting is scheduled for July 15 from 12:00-1:30 with the place to be announced.

Respectfully submitted,
Tony Silvestre and Sue Whitney
