SCOPE This policy establishes restrictions on smoking in University of Pittsburgh facilities at all campuses, including the University of Pittsburgh Medical Center (UPMC), and assigns responsibility for implementation and enforcement. II. POLICY Smoking is prohibited in all University owned and leased facilities, including residence halls and off-campus housing facilities; and in all University vehicles, including motor pool vehicles, campuses busses, and vans; with explicit limited exceptions described below. Exceptions may be made with the approval of the Director of Environmental Health and Safety. Requests for the establishment of "Designated Smoking Areas" must be submitted to the Office of Facilities Management for review, in accordance with Procedure 04- 05-03, Smoking. If approved, any expenses associated with creating a "Smoking Area", including posting of signs indicating where smoking exceptions are allowed, will be charged to the departmental budget of the requesting unit. All "Smoking" and "No Smoking" signs must be obtained from the Office of Facilities Management to ensure compliance with the specifications required by the City of Pittsburgh Smoking Pollution Control Ordinance. Signs must be conspicuously displayed at building entrances and lobbies. University administrative officers are responsible for: - Making good faith efforts to see that employees do not smoke anywhere except in designated smoking areas, and taking appropriate personnel action, as necessary, to enforce this policy - Encouraging the attendance of smokers at University- sponsored Smoking Cessation clinics III.
